The Government Prepares Emergency Funds to Address Disasters in Sumatra

REPUBLIKA.CO.ID, JAKARTA — Finance Minister Purbaya Yudhi Sadewa said the central government is preparing an emergency fund to address flash floods and landslides in Sumatra. However, until now the government is still waiting for an official submission from the National Agency for Disaster Management (BNPB).

Purbaya said BNPB actually had a substantial initial budget allocation for emergency management. “We are still waiting. They already have money in their budget of Rp 500 billion more, probably not yet exhausted. But we will provide it later if more than that is needed,” Purbaya told reporters at the Senayan Parliament Complex on Thursday (4/12/2025).

He reiterated that additional funding from the new central government will be made if BNPB's needs exceed the funds available at the moment. The government, he said, made sure the disaster response process was not constrained by fiscal support.

Regarding the funding post, Purbaya stressed the main source while remaining comes from BNPB reserves. “Their budget post, the reserves have BNPB,” he said.

Earlier, Purbaya also reiterated its readiness to issue state reserve funds if necessary under the rules of the Joint Fund for Disaster Management or Pooling Fund (PFB), which is a disaster risk funding scheme regulated through Presidential Regulation No. 75 of 2021. The scheme is designed to strengthen fiscal resilience so that the financing of major disasters does not depend solely on the annual allocation of the APBN/Budget.

On the other hand, the insistence that the central government establish a national disaster emergency status strengthened following widespread damage from floods and landslides in North Sumatra, West Sumatra, and Aceh. A number of parties judged the scale of the impact to have exceeded the capacity of local authorities, although local emergency response status was already in place. The central government is still conducting field monitoring before taking any follow-up decisions.
